Jan Jones, RN, BSN

President and Chief Executive Officer

Jan Jones took the helm of The Elizabeth Hospice as President and CEO on July 1, 2012. With over three decades of experience in the healthcare industry, Jan, a registered nurse, brings a strong background in management and the significant growth of successful community-based hospice programs and services.

Jan is a respected and recognized leader in the hospice and palliative care movement nationally. She currently serves as Chair of the National Hospice and Palliative Care Organization (NHPCO) Board of Directors and also serves on the Board for the National Hospice Foundation. As an active participant at the state and national levels of hospice organizations and government arenas, Jan is well-versed in hospice and healthcare industry trends and regulations. Locally, Jan is committed to supporting the communities where she lives and works and currently serves as a Board Member for the North San Diego Business Chamber.

In her role as President and CEO of The Elizabeth Hospice, Jan leads the oldest and largest nonprofit hospice and palliative care provider in San Diego County and the Inland Empire, with a workforce of more than 350 employees and 325 active volunteers. She is the liaison between the organization and the community and enjoys developing relationships with colleagues and residents throughout the region. With the Board, Staff, Volunteers, and the Community, Jan identifies unaddressed needs for those coping with serious illness and works toward solutions in meeting those needs.

Sarah McSpadden, COO

Sarah McSpadden, RN, MSN, MHA, CHC

Chief Operating Officer and Interim Director of Clinical Services

Sarah McSpadden, RN, MSN, MHA, CHC joined The Elizabeth Hospice as Chief Operating Officer (COO) in August 2016. In her role, Sarah has executive oversight of Operations including Medical and Clinical Services, Education, Communications and Community Relations, and Business Services. She also currently serves as Interim Director of Clinical Services.

Sarah is a respected, seasoned healthcare executive with more than 23 years of progressively responsible experience in leading Home Health, Post-Acute Medical Care, Palliative Care and Hospice programs, with an emphasis on quality assurance, patient-care outcomes, and clinical operations.

Sarah’s multi-state and multi-office organization career highlights include executive leadership positions overseeing Clinical Services, Quality and Compliance, achieving Community Health Accreditation Program (CHAP) Deemed Status Accreditation for eight hospice programs in three states, oversight of clinical-operations management and clinical-care delivery, development and supervision of clinical and end-of-life nursing education, and supervision of Quality Assurance and Performance Improvement programs and Compliance.

Sarah is a sought-out leader and active participant in hospice and regulatory compliance committees at the state and national levels. She serves as a member on the California Hospice and Palliative Care Association (CHAPCA) Education Committee, the national Quality and Standards Committee for the National Hospice and Palliative Care Organization (NHPCO), the Hospice & Palliative Nurses Association (HPNA), and is Certified in Healthcare Compliance by the Health Care Compliance Association (HCCA).

Dr. George Delgado

George Delgado, MD, FAAFP, HMDC

Chief Medical Officer

George Delgado, MD, FAAFP, HMDC is Chief Medical Officer for The Elizabeth Hospice. Dr. Delgado succeeds Dr. Glenn Panzer who will now become Chief Medical Officer Emeritus and will focus more on direct patient care.

Dr. Delgado will oversee all aspects of the nonprofit hospice’s medical practice and palliative care services. Additionally, another of his top priorities is to improve quality of life for patients and their families by educating physicians and the community about end-of-life care.

Dr. Delgado received his medical doctorate at the University of California, Davis School of Medicine. He is board certified in family medicine and in hospice and palliative medicine. Dr. Delgado is a fellow of the American Academy of Family Medicine and a Voluntary Associate Clinical Professor at the UCSD School of Medicine. Prior to being promoted to chief medical officer, he served as associate medical director and pediatric program medical director for The Elizabeth Hospice. He has been with the agency for 11 years.

Kip Skavinski

Chief Financial Officer

Kip joined the Elizabeth Hospice in October of 2001, bringing over 25 years of executive and management experience including over 15 years in healthcare to the organization. He has worked in operations, business and financial analysis, budgeting and strategic planning. Kip also worked as a healthcare management consultant for a Big Five management consulting firm.

Kip holds a BS in physics and math and an MBA from the University of Pittsburgh.

Chief Philanthropy Officer

Jean Loo-Russo joined The Elizabeth Hospice in May 2016 as Chief Philanthropy Officer, overseeing the philanthropic efforts for the nonprofit organization including board relations, major gifts, planned giving, corporate and foundation relations, fundraising events and annual giving. In addition, Jean leads the efforts of our Center for Compassionate Care, which provides the most comprehensive community-based counseling and grief support services for all ages in the region. Her extensive experiencing in fundraising and marketing includes work in both the healthcare and animal welfare sectors. Jean’s community involvement includes membership in the Association of Fundraising Professionals, North County Philanthropy, and Rancho Bernardo Sunrise Rotary.

Chief Compliance Officer

Holly Swiger, PhD, MPH, PHN, RN

Chief Compliance Officer

Holly Swiger is the Chief Compliance Officer at The Elizabeth Hospice where she is responsible for the organization’s comprehensive compliance and quality assessment and performance improvement (QAPI) programs related to Hospice, Palliative Care and the Medical Group. Dr. Swiger’s hospice career spans over 30 years, with a primary focus on organizational development, oversight and compliance.

Dr. Swiger has served the greater hospice community for many years through her hospice consulting company Stellar Concepts, Inc., where she assisted programs from start-up mode through organizational growth planning, enhanced compliance applications and Board development. Dr. Swiger has held the positions of Director of Education for the California Hospice and Palliative Care Association, Vice President of Regulatory Initiatives at Weatherbee Resources, Inc., and Vice President of Public Policy for VITAS Healthcare Corporation. Dr. Swiger was the President and CEO of San Diego Hospice from 1984 to 1994, where she converted a small Medicare hospice demonstration site to a nationally recognized, university-affiliated, multi-functional hospice campus.

Dr. Swiger has served on the boards of the National Hospice & Palliative Care Organization, California Association for Health Services at Home, and the California Hospice and Palliative Care Association. She was instrumental in the passage of the Hospice program licensure and Hospice Inpatient Facility licensure in California. Holly is a registered nurse, who holds a Master’s degree in Public Health and a Doctorate in Human Science. She is the recipient of the Pierre Salmon Award for her outstanding contribution to the advancement of hospice care in California.

Melissa DelaCalzada, Director

Director, Communications and Community Relations

Melissa joined The Elizabeth Hospice in June 2014 and is responsible for the operational and strategic management of the Communications and Community Relations Department including Admissions, Hospitals, Access Center, Volunteer Services, Public Relations, Corporate Communications, Veterans and Community Outreach, Marketing, and Web Services and Social Media. She is an accomplished, results-driven communications professional, with more than 20 years progressive experience in the nonprofit sector and health care industry. Her work in conceptualizing and orchestrating marketing communications and philanthropic campaigns has been recognized with numerous awards and accolades. Melissa has a proven track record in effective media relations and community outreach to diverse communities. She is a highly rated and requested speaker on areas of communications, public relations, hospice and palliative care, caregiver outreach, and social media.

Melissa is a member of the Society for Healthcare Strategy & Market Development (SHSMD) of the American Hospital Association, the local and national chapter of the Public Relations Society of America (PRSA), the Diversity Advisory Council of the National Hospice and Palliative Care Organization (NHPCO), National Council of Hospice and Palliative Professionals (NCHPP) and its Development/PR/Marketing Steering Committee, and the International Association of Business Communicators, San Diego Chapter. She serves on various chamber committees and is a member of the Programs and Services Committee for St. Paul’s Senior Services.

Robert Burgett

Director, Information Technology

Robert joined the Elizabeth Hospice team in July of 2005. He brings over 20 years of managerial experience in Information Technology and a working knowledge of systems development, support, as well as experience in long-range planning and structured project management. Robert co-founded three companies from 1994 to present; PCSUSA, Lancorp and L7 Technology, serving over 50 local Southern California organizations and their technology needs.

Due to his extensive technical training, education and experience, Robert is able to facilitate and communicate how software technology can best be implemented in a company’s existing systems in order to serve the goals of: continued growth, increased profitability and efficiency, effective business functions and processes.

Robert holds several technical certifications and holds a Bachelor of Science in Business with a concentration in Information Systems.

Jacqueilne Copeland

Jacqueline Copeland, DNP, MSN, APRN, FNP-C

Director of Education

Jacqueline Copeland is the Director of Education for The Elizabeth Hospice and has been with the organization for more than 15 years. Dr. Copeland has oversight of the organization’s staff education and external professional education initiatives, and leads a team of clinical care specialists to provide a team-based approach in identifying and addressing the educational needs of staff members throughout the agency.

Dr. Copeland received a Doctorate of Nursing Practice Degree from the University of San Diego in 2013. She is credited with research in pain management practices for hospice patients, improving the quality of life for patients at the end of life.

Dr. Copeland is a member of Sigma Theta Tau International Honor Society of Nursing, a member of the Hospice and Palliative Nurses Association-San Diego Chapter, and the founder of the Advance Practice Hospice Palliative Care Provider’s Group for San Diego County.
